Melt butter over medium heat in saucepan and stir in flour; cook for 1 minute. Gradually whisk in milk and cook, whisking gently, for about 5 minutes or until starting to bubble and thicken. Reduce heat to low and stir in both cheeses. Remove from heat and stir until cheese is melted. Stir in salt and pepper. Stir in cooked fusilli pasta until well coated.
Scrape mac and cheese into lightly sprayed 11 x 7-inch baking dish.
Panko Topping: Stir together panko, cheese, chives and melted butter. Sprinkle evenly overtop of mac and cheese. Bake in preheated 375°F oven for about 20 minutes or until edges are bubbly and top is golden.
Tip: To get 4 cups of cooked Longo’s Fusilli Pasta, boil 2 1/2 cups of uncooked pasta in pot of boiling salted water. Drain well and it’s ready to use.
