Whisk together flour, baking soda and salt; set aside.
Using electric mixer, beat together butter and peanut butter in large bowl until well combined. Beat in sugar until fluffy. Beat in pumpkin, egg and vanilla until blended. Stir flour mixture into batter until combined.
Spread batter into 13 x 9-inch baking pan lined with parchment paper. Bake in preheated 350°F oven for about 20 minutes or until golden and top is set.
Sprinkle chocolate chips overtop of hot bars and let stand for 2 minutes before spreading evenly. Sprinkle with salt flakes. Refrigerate for at least 20 minutes or until chocolate is set. Cut into bars to serve. (Make-ahead: Refrigerate for up to 1 week or freeze for up to 1 month.)
